Last week, Hecker Fink, along with leading civil rights groups including Public Counsel and the ACLU of Southern California, filed a complaint in the U.S. District Court for the Central District of California challenging ongoing immigration enforcement and detention operations taking place across Los Angeles and surrounding counties.

The complaint alleges that federal immigration authorities are engaged in a pattern and practice of suspicionless stops and warrantless arrests in violation of the Fourth Amendment, and it challenges the unconstitutional and inhumane conditions of confinement at an ICE detention facility known as “B-18.” As detailed in the complaint, detainees at the facility, located in Downtown Los Angeles, have been held incommunicado for extended periods without access to counsel; adequate food, water, and medical care; and clean clothes, bedding, and hygiene products.

Prior to the Fourth of July holiday, plaintiffs filed two motions for a temporary restraining order seeking to enjoin the government’s ongoing violations of the Fourth Amendment and to ensure attorney access to individuals held at B-18 as guaranteed by the Fifth Amendment. A hearing on the motions for emergency relief is scheduled for Thursday, July 10, 2025, before the Hon. Maame Ewusi-Mensah Frimpong.

The Hecker Fink team includes Matthew Craig, Mack Jenkins, Helia Bidad, and Ian Robertson.
