Susan Har

Counsel | Los Angeles

Susan Har is counsel at Hecker Fink LLP.

Susan is a highly accomplished trial lawyer and former federal prosecutor. Susan joins the firm after serving as an Assistant United States Attorney in the Central District of California from 2019 to 2025. A member of the Public Corruption and Civil Rights Section, Susan investigated and prosecuted some of the most high-profile and complex white collar cases of the United States Attorney’s Office, including the sprawling corruption pay-to-play scheme in Los Angeles City Hall, resulting in the district’s first ever RICO conviction of an elected official (Councilmember José Huizar) and 10 other convictions of senior officials, developers, lobbyists, and corporations. Separately, she successfully prosecuted bribery, extortion, and corruption at the highest levels of the Los Angeles Department of Water and Power and the Los Angeles City Attorney’s Office stemming from a massive faulty billing scandal at the Nation’s largest public utility, resulting in numerous convictions.

Susan has served as lead or co-lead counsel in over a dozen federal and state criminal jury trials, including against a Los Angeles Deputy Mayor for facilitating the RICO scheme with Huizar; a foreign billion-dollar real estate development company on various bribery, wire fraud, and Travel Act offenses; a then-sitting U.S. Congressman for a false statement and obstruction scheme relating to illegal campaign contributions from a foreign billionaire; and the president of a labor union for a long-time conspiracy to embezzle health care funds. Susan has also prosecuted a number of significant civil rights cases and served as the district’s Hate Crimes Coordinator. Following the conviction of a Veterans Affairs police officer for beating a man 45 times with a police baton, she led a separate impactful criminal investigation into officers of the Los Angeles County Sheriff’s Department for Constitutional violations and related offenses, breaking through the blue wall of silence and securing the conviction of a sheriff’s deputy for using excessive force against a transgender teacher in retaliation for exercising his First Amendment rights. Susan also investigated the 2022 mass shooting in Laguna Woods and ultimately charged the shooter with 98 federal hate crimes and weapons and explosives offenses. Throughout her tenure at the Office, Susan has briefed and argued numerous appeals before the Ninth Circuit Court of Appeals.

Before joining the U.S. Attorney’s Office, Susan was a litigator at Munger, Tolles and Olson where her practice focused on complex civil litigation, including on behalf of financial and academic institutions. While at MTO, she served as a volunteer prosecutor for the Los Angeles City Attorney’s Office where she solo tried numerous criminal matters to verdict. Susan clerked for the Honorable A. Wallace Tashima of the U.S. Court of Appeals for the Ninth Circuit and for the Honorable Cormac J. Carney of the Central District of California.

Susan received her J.D. from the University of California, Berkeley School of Law, where she was a member of the Order of the Coif. She graduated, with honors, from Claremont McKenna College and was a Fulbright Scholar in South Korea.
