WASHINGTON, D.C., March 3, 2025 – Hecker Fink LLP is delighted to welcome Marshall L. Miller back to the firm after having served as the Principal Associate Deputy Attorney General at the U.S. Department of Justice. Miller will be based in the firm’s New York office but will maintain a presence in Washington, D.C., further strengthening the firm’s capabilities in the nation’s capital and its ability to navigate complex legal and regulatory matters at the intersection of law and government. Miller’s unparalleled expertise, cultivated through his distinguished service at the U.S. Department of Justice and in private practice, further strengthens the firm's growing white collar defense and investigations practice.

During his most recent tenure at the Department of Justice, Miller was a member of DOJ’s executive leadership team, overseeing all of the Department’s personnel and activities, including its criminal, national security, civil, antitrust, and civil rights enforcement divisions and the U.S. Attorney community, as well as its law enforcement components and its Congressional and media relations arms.  From that position, he spearheaded the development and installation of non-partisan, common-sense white-collar crime enforcement strategies. These initiatives included the establishment of the DOJ’s new corporate whistleblower program, the launch of its compensation incentives and clawbacks program, the implementation of Department-wide corporate self-disclosure policies, and enhanced attention and resources to combat white-collar crime that impacts national security. Additionally, he oversaw the DOJ’s immigration docket, which included civil litigation, regulatory advancement, criminal prosecutions, and implementation of Joint Task Force Alpha, a cross-agency initiative with the Department of Homeland Security designed to enhance U.S. enforcement efforts against human smuggling and trafficking.

As a key member of senior leadership, Miller played a crucial role in overseeing complex, high-profile cases and actions, including matters involving TikTok, cybercrime and cybersecurity, national security, and strike force operations. Miller’s proven ability to navigate the most intricate legal and regulatory challenges is a testament to his deep, practical understanding of enforcement priorities and government and defense strategy. For his efforts at DOJ, Miller received the Edmund J. Randolph Award, the Department’s highest honor, presented to an individual who made outstanding contributions to the DOJ mission.

“Marshall’s return marks an exciting milestone for our firm,” said Sean Hecker, partner at Hecker Fink LLP. “His extraordinary record of public service, deep experience in government investigations, and trial expertise will be invaluable to our clients. We’re thrilled to have him on our growing team.”

“I am delighted to return to Hecker Fink LLP alongside exceptional colleagues, including Amy Jeffress and Mack Jenkins, who recently joined the firm to lead our D.C. and L.A. offices,” said Miller. “This is a unique opportunity to help clients navigate their most critical challenges while staying true to my passion for advancing justice and the public good through the law. I look forward to collaborating with my colleagues – old and new – to build on the firm’s exceptional track record.”

Throughout his career, Miller has been widely recognized for his contributions to white collar enforcement, national security, and government investigations. He is a recipient of the Attorney General’s Award for Excellence in Furthering the Interests of National Security and the Department of Justice’s Director’s Award for Superior Performance. Miller was named Federal Prosecutor of the Year by the Federal Law Enforcement Foundation and has received prestigious honors including the Henry L. Stimson Medal, the J. Michael Bradford Award, and the Director of National Intelligence’s National Intelligence Merit Award.  While in private practice, Miller served as Chair of the White Collar Crime Committee of the New York City Bar Association.

"The addition of Marshall underscores our commitment to attracting top-tier talent with deep experience in both trials and investigations who also share our firm’s values of excellence, collaboration, and public service," said Julie Fink, Managing Partner at Hecker Fink LLP. "His expertise in conducting sensitive investigations, navigating government inquiries on both sides, and litigating high-stakes cases provides our clients with the highest levels of legal representation.”

Prior to his most recent government service and position at Hecker Fink, Miller worked at Wachtell, Lipton, Rosen & Katz LLP, where he advised corporations, board members, and senior executives on internal investigations, criminal defense, and regulatory compliance. Earlier in his career, Miller served as Principal Deputy Assistant Attorney General for DOJ’s Criminal Division and Chief of the Criminal Division at the U.S. Attorney’s Office for the Eastern District of New York, where he oversaw and led major cases, including the FIFA corruption investigation.

In addition to his distinguished government service, Miller has had an impactful academic and pro bono career. He was a Senior Fellow at NYU’s Program on Corporate Compliance & Enforcement, where he has agreed to return to the Program’s advisory board, and he served as Treasurer and board member at Legal Services NYC, the largest civil legal services provider in the nation. He has also served as an Assistant Professor and Adjunct Clinical Professor at NYU Law School, where he co-founded the EDNY Federal Criminal Prosecution Clinic, and as an Adjunct Professor at Fordham Law School, teaching National Security Law. Earlier in his career, Miller clerked for the Honorable Allyne R. Ross, U.S. District Court Judge for the Eastern District of New York.

Miller earned his J.D. from Yale Law School and his B.A., cum laude, with distinction, from Yale University.
