NEW YORK, NY, June 11, 2024 – Kaplan Hecker & Fink LLP (KHF) is pleased to announce the promotions of Andrew Chesley and Mark Weiner to counsel in the firm’s New York office.

Andrew Chesley’s practice includes white collar criminal defense and securities enforcement defense, governmental and internal investigations, and commercial litigation. He represents individuals at various stages of governmental investigations and prosecutions, from pre-enforcement depositions or interviews through trial and sentencing. At KHF, Andrew has represented hundreds of employees of broker-dealers, registered investment advisors, and a ratings agency in connection with the SEC’s industry-wide investigation into recordkeeping and off-channel messaging practices, as well as individuals in connection with subpoenas or requests for voluntary interviews by various government agencies in cases concerning bank fraud, tax fraud, securities fraud, and AML/BSA compliance.

Through his investigations practice, Andrew has also worked with investment banks, fintech companies, residential mortgage originators, and a ratings agency on multiple internal investigations and responses to regulatory proceedings.

Sean Hecker remarked, “Andrew is a stellar all-around lawyer, someone with in-depth expertise in matters involving both the traditional and decentralized financial markets, as well as countless other industries. His work across an array of both commercial litigation and white-collar projects has consistently impressed clients and enabled our firm to deliver excellent results.”

Andrew graduated from Dickinson College and Columbia Law School, where he received the Ruth Bader Ginsburg Prize, served as an Articles Editor of the Columbia Law Review, and worked on public education reform projects through the Center for Public Research and Leadership.

Mark Weiner is an experienced trial lawyer whose practice focuses on complex civil litigation, white collar criminal defense, and public interest litigation. At KHF, Mark’s representations include a global law firm in a RICO lawsuit and a prominent technology company in efforts to protect user data from government seizure.

Mark joined the firm from Everytown for Gun Safety, where he was Senior Litigation Counsel and represented cities and individuals in both plaintiff and defense-side litigation related to gun violence prevention across the country. Among his many accomplishments, Mark represented the City of Albuquerque, New Mexico in a successful defense of its gun violence prevention laws, as well as the Cities of Columbus and Dayton, Ohio in an affirmative challenge to Ohio’s deficient background check system. He also represented an individual victim of a school shooting in a first-of-its-kind challenge to the “ghost gun” industry.

“Mark is a wonderful, multi-tooled litigator, who adds real depth of experience to our trial practice, on both complex civil litigation and criminal defense matters. Mark's prior work as a public defender and a public interest litigator makes him unafraid to take on tough cases in pursuit of achieving great results for our clients,” said Jenna Dabbs.

Earlier in his career, Mark also served as a trial attorney at The Legal Aid Society of New York, where he led the successful defense in multiple trials, both jury and bench, of indigent New Yorkers. Previously, he clerked for the Honorable Susan Y. Illston of the United States District Court for the Northern District of California. Mark graduated from Columbia University and New York University School of Law, magna cum laude, where he was a member of the Order of the Coif, a member of the Order of Barristers, and a Root-Tilden-Kern Lindemann Scholar.
